Recreation staff member Simons explained the logistics, saying the process is intended to avoid long lines and to ensure residency verification: “...we have to check the residency... the employees that we hire at MACA are... teenagers with a summer job, and so the less confrontation and explanation that we have to have them give to people, the better.” The amendment passed 6‑0; the ordinance will move from second to third reading in the next cycle.
On parks construction, Director of Public Service Rohrer reported Hummel Construction submitted the lowest responsive bid for the Macca Park restrooms at $449,000; staff said rebidding saved approximately $40,000 compared with previous results. Council adopted Ordinance 2024‑71 to appropriate the supplemental amount (detailed reconciliation to the bid price was discussed) and passed the ordinance 6‑0. Finance staff noted ARPA funds had been earlier appropriated toward the project and the supplemental appropriation reconciled the total to the bid amount.
What happens next: Staff will finalize contract documents with the low bidder after reference checks and proceed with the procurement steps required under city policy.
