The Portsmouth Town Council authorized staff on Sept. 23 to advertise a draft curbside collection ordinance and scheduled a public hearing for Nov. 12 at the Portsmouth Middle School.
Officials said the ordinance is part of a previously issued RFP that contemplates an exclusive contract with a single hauler. Staff and the consultant drafted the ordinance and the town solicitor reviewed it; councilors asked that public outreach be broad and not rely solely on a paid local paper for legal advertising. Resident Joanne Emerson asked that notices be posted in widely used channels such as the town website and social media.
Council confirmed hearing logistics (date and venue) and asked administration to ensure robust advertising of the hearing so residents are well informed. No action to adopt the ordinance was taken Sept. 23; the meeting on Nov. 12 will be the formal public hearing where the proposed text may be discussed in depth.
