Council approves town-hall contracts, other capital purchases and amends council compensation
Summary
Council awarded a $2.335 million town-hall front entrance refurbishment bid, approved related owner's-rep and other infrastructure purchases, and amended council compensation to $3,500 per member (with an additional president supplement) to take effect next fiscal year.
On Sept. 3 the Narragansett Town Council approved multiple capital contracts, routine purchases and an amendment to council compensation after significant debate.
Capital and purchasing approvals included: - Awarding the town-hall front entrance refurbishment contract to Martone Service Company Inc. for a base bid of $2,335,221 and approval of unit prices for additional work; residents raised concerns about expected change orders and whether HVAC work was being prioritized. - Approving a contract for owner's representative services with Keogh Construction Management not to exceed $66,520. - Approving replacement cathodic protection for the Point Judith water tank ($15,750) and purchase of three AutoCAD subscriptions from Zones LLC ($10,116).
All of those motions passed by unanimous or voice vote at the Sept. 3 meeting.
Separately, Human Resources Manager Risa (Patty) presented an amendment to chapter 2 of the Town Code updating council compensation to reflect increased meeting workload. The original proposal included larger increases; after council debate and public comment an amendment to reduce the per-member stipend to $3,500 (with an added supplemental amount for the council president) was moved, seconded and adopted. Councilors noted the change will not affect current incumbents and would take effect in the next fiscal year to allow budget planning.
Other routine actions included approval of a peddler license for Sweet Treats by Selena and the reappointment of Sharon Mcgreen to the personnel appeals board (term to expire 09/01/2029). The council also adopted amendments to the town code on "unruly gatherings" as a second reading.
