North Providence council approves multiple business licenses and continues review of Elite Lounge after police response

The Town Council of North Providence approved a slate of business licenses during its Aug. 6 meeting and continued monitoring of an ongoing investigation into Elite Lounge and Bistro.
Licenses approved included a Class B-V limited liquor license transfer from Richard Califino (Cal's Corner) to Carmine's LLC at 1538 Smith Street; a victualing license for Carmine's; and victualing licenses for Friends Enterprises Inc. (Grama and Go Mart), Sandy's Market and Deli, Flavors (Miriam Bibby), Twin Tropical Smoothie Cafe (Megan Gagne), Echo Laundry and others. The council also approved a holiday license for Lina Mart (Mohammed El Khatib) and granted a three-month probationary entertainment allowance for Dominic's Place to permit a Monday bingo night.
Council recorded motions and voice votes for these items with council members moving and seconding individual approvals and the chair calling for the ayes. For the liquor license transfer, David Thomas identified himself and described plans to keep the business "pretty much the same" and said the applicant hoped to open within about a week.
At a separate hearing, Lieutenant Jenna Ryan Emerson of the Providence Police reported that on July 3 officers responded to a disturbance outside Elite Lounge and Bistro; one woman said she had been pepper-sprayed and another claimed to be underage inside the establishment, though no one pursued criminal charges. An establishment representative said they used multiple security staff on busy nights, had adjusted last-call and cashier-out procedures, and offered letters from a nearby resident and the licensee to the council. The council voted to continue monitoring the business and to revisit the matter in September.
No formal license revocations were enacted at the Aug. 6 meeting; the Koi House Cafe entertainment license was revoked without prejudice at the applicant's request.
