Neighbors raise noise and parking concerns as North Providence delays 360 Venue zoning and licenses
Summary
The council continued multiple licensing and zoning items for an applicant doing business as 360 Venue (Alex Jackson) after residents described nighttime truck parking, threatening signage and noise; legal counsel clarified special exemptions concern permitted uses, not parking.

Council opened public hearings related to applications from Alex Jackson for a Class B-V liquor license, victualling and entertainment permits for 360 Venue at 15–25 Smith Street. Due to advertising and notice issues and public concern, the council continued the zoning and licensing questions to a later meeting.
Why it matters: Residents who live near the site told the council they have experienced late-night truck parking behind the building, signage that they described as hostile, and noise from an adjacent music venue. Those complaints were raised during a public hearing, and the council took them into account when deciding to continue the matters to a future meeting.
At the hearing, Audrey Berry of Homewood Avenue described issues near the property: "There are a number of things ... 18 wheelers parking behind the building and running all night," she said, and referred to signs she called threatening. Legal counsel explained that the "special exemptions" referenced in the application relate to how the property may be used, not to where trucks are parked; counsel said those exemptions will be spelled out in the re-advertised notice. Council members encouraged residents to contact the Police Department about on-site issues.
Outcome: Because the zoning advertisement had issues, the council voted to continue the zone-change hearing and associated licensing items (victualling and entertainment) to allow proper notice and to provide residents an opportunity to return and comment. No licenses or zoning changes were approved at the Oct. 1 meeting.
