During the Dec. 17 regular meeting the West Chester Township Board of Trustees approved a broad slate of administrative, contract and appointment items intended to close out year‑end business and prepare for 2025.
Procurement and requisitions approved included a $38,427.52 invoice for Frost Brown Todd LLC for legal services, a $10,000 purchase from Bunny James Boxes LLC funded from the township’s $15,000 annual wellness allocation to provide employee holiday boxes, a $34,351.65 renewal with CDW Government to maintain the township’s email spam filter and archive (the staff report said the spam filter blocked 312,000 emails in November 2024, including 6,000 phishing attempts and 134 advanced malware attempts), $11,832.45 to Sayers & Sayers Company to renew NetMotion/Absolute licenses, and $7,976.30 to Lexipol LLC for online fire department policy and training resources.
The trustees also approved several representative appointments: assistant fire chief Bridal Hanifin (Hannafin) as the township’s representative to the Butler County Emergency Management Agency advisory council; Trustee Welch as the township representative to the Butler County E911 planning committee; Trustee Becker as West Chester’s representative to the OKI (Ohio‑Kentucky‑Indiana) Regional Council of Governments board; Jim Rigsby, community services roads superintendent, as the township’s Transportation Improvement District representative for a two‑year term; and Trustee Welch to the Butler County Finance Authority committee of 17. The board set an organizational meeting for Jan. 14, 2025 and a 2025 operational budget work session for Jan. 21, 2025.
Trustees approved Resolution 50‑2024 adopting temporary appropriations for 2025 to cover first‑quarter expenses and authorized the fiscal officer to submit the appropriations to the Butler County Budget Commission. They also approved a fifth amendment to the EMCOR facility maintenance service contract to extend interim coverage while a lengthy RFQ/RFP process is finalized, and a second amendment to the development agreement with North Point Westchester MF Land LLC extending the public‑improvements completion deadline to Sept. 30, 2026 for the Gateway (the ‘Noble’) multi‑family project.
During discussion of the Transportation Improvement District appointment some trustees raised a concern that appointing an employee who reports within township administration might create an appearance of pressure for that employee when he sits on an external board. Administration replied that the employee does not report directly to the appointing trustee and that safeguards and reporting lines exist; trustees voted to appoint Jim Rigsby nevertheless.
Other approved items included a resolution authorizing disposal of junk vehicles recovered from 7081 Tylersville Road (court case reference given in the file), a zoning compliance settlement to resolve violations at 7697 Old Walnut Drive without litigation, appointments to the 2025 volunteer firefighters’ dependents board, a resolution supporting Ohio’s America250 commission participation and eligibility for grants, a non‑objection to a liquor permit application for Aura Nails and Spa, and participation in the Butler County Engineers’ 2025 paving program (Resolution 55‑2024). The board granted a continuance for a major change hearing (case MC08‑24) to Jan. 14, 2025. All listed motions passed on roll call votes recorded in the transcript.
No members of the public registered for the citizen comment period. The board adjourned at the close of business; its next regular meeting convenes Jan. 14, 2025.
