Staff member Mister Hughes told the committee the redlined draft narrows changes to the "highlighted things" and mostly formalizes materials and steps the parish already uses. "The highlighted things are really only thing that we're gonna change," Hughes said, summarizing the presentation on acceptable road-building materials such as limestone and rylite/anovaculite and a simplified two-step intake form.
The draft clarifies that the policy applies to roads that are not part of platted developments and sets out a procedural pathway: an initial form (criteria number 1) that, if recommending approval, triggers follow-up inspections and the maintenance-acceptance sequence. Committee members pressed on two operational points: the material specification (minimum aggregate/base types) and the "upon initial acceptance, a 2 year maximum maintenance period begins" clause. Some members argued the clause should preserve a clear 2-year expectation so everyone understands when parish maintenance begins; others warned that roads already built to standard should not be forced to remain in private maintenance for the full window.
After discussion, the committee moved and seconded a recommendation that the full board consider the revised unplatted-road acceptance policy. The chair indicated the motion carried and the item will be presented to the full parish board for final action.
The committee also discussed related procedural items appearing on the draft form, including a legacy resolution the parish previously adopted allowing the parish to purchase culverts in exceptional erosion cases (Resolution No. 88762). Hughes said staff had rarely used that authority but kept it in the packet for historical context.
Next steps: staff will incorporate the committee's clarifications to the maintenance-language and return the revised draft to the parish board for consideration.
