Parks and Recreation Director Matt Payne presented RFP 441‑24 for playground replacements at Rock Creek and Veterans Memorial Park and said voters had allocated $900,000 under SPLOST 7 for the work. The evaluation committee received six proposals (roughly $579,000 to $1.5 million). Payne said the committee graded proposals, checked references across Georgia and South Carolina, and recommended awarding the contract to low bidder Great Outdoors Play for $579,912 plus a 10% county contingency. Payne said the recommended vendor manufactures much of its own equipment and offered strong references.
Payne said the project includes replacement of surfacing (rubber ADA‑accessible safety surfacing), new accessible equipment and turnkey installation; some historically donated or memorialized benches and select ADA pieces will be retained and reinstalled. Commissioners asked about maintenance savings and reuse of old equipment; Payne said the new surfacing should reduce ongoing maintenance and that outdated pieces would be recycled or scrapped while donated items would be preserved.
No formal award vote was recorded in the work session; staff requested the board accept the proposals and award the contract at a future action item.
