Plan commission waives exact brick-match requirement for Muskego Norway School District addition; parking islands allowed to remain striped

Muskego’s Plan Commission voted Aug. 6 to approve building-site amendments for the Muskego Norway School District after staff reported differences between the approved plans and as-built materials at the district office addition.

Staff told the commission that the approved resolution required masonry to match existing campus materials, but inspection revealed differences in color and texture on completed work. Chris Seager of Bray Architects said multiple brick suppliers confirmed the original quarry material is no longer available; the design team selected a complementary brick rather than a blend that staff and the architect said would look poor. Seager acknowledged the team should have brought the substitution to staff before construction and called it a mistake.

The district also repaved an area of the parking lot using interest earnings and did not fully remove certain islands; staff recommended waivers to allow three landscape islands to remain striped and to retain existing light-pole bases rather than require interior curbing and pole-base changes. District representative Jeremiah Johnson confirmed funds came from interest earnings dedicated to lot repairs.

Commissioners expressed disappointment that staff was not notified earlier, but most said the parking changes amounted to an improvement over the previous pavement. The commission’s resolution waived the original exact-match masonry requirement for the district office addition (limited to this instance) and approved the parking-related waivers.

Next steps: staff will note the deviation in the meeting record and monitor future projects for stricter plan-change notifications; the approvals include permit submittal and any final documentation required by staff.
