Nichols said two minor edits since first reading: the applicant must repair private drainage systems damaged by construction and the county may select and hire a professional engineer to review agricultural impact mitigation plans at the applicant's expense.
Board members commented they appreciated the change allowing the county to choose the reviewing engineer and noted they had received no public comment since the first reading. One supervisor said public attention had waned compared with earlier debates but reiterated 'decisions are made by those who show up' and encouraged community participation.
The chair moved approval of the second reading; the board adopted it by voice vote ('Aye').
