Test Corner Volunteer Fire Department seeks $950,000 pumper; aldermen press for competitive pricing

Test Corner Volunteer Fire Department representatives told the Committee of the Whole they are requesting $950,000 to replace a frontline pumper acquired in 1996, citing a 20–25-year replacement cycle, safety and changing NFPA and emissions requirements.

“We have a 1996 pumper that we're replacing,” the fire representative said, describing the department’s preference to maintain a rotation so older apparatus are retired before repair costs exceed replacement. The department said it uses Pierce Manufacturing for pumpers so cabling and cabinetry are standardized across the fleet, which helps crews find equipment consistently.

Several aldermen pressed staff on the price and procurement approach. One alderman recalled that a previous buy had dropped from roughly $600,000 to about $500,000 after additional investigation and asked whether staff had sought multiple bids or examined buying groups. The committee discussed that changing manufacturers could produce short-term savings but risked losing standardization benefits and could raise training and safety concerns.

City staff said the figure in the capital packet is an estimate; if council wants, staff can ask the department to return with competing configurations and pricing from other manufacturers or nonstandard layouts. No formal appropriation or final vote on the pumper occurred at this meeting; committee discussion left open the option for staff to present additional pricing before any final capital authorization.
