City staff say DNR reviewing new landfill cell; feasibility delayed by floodplain issues

City staff updated the Muskego City landfill committee on Oct. 7 about progress toward a new landfill cell and longer-term expansion.
Dan Oetzelberger reported that documentation for the new cell was submitted to the Wisconsin Department of Natural Resources last Wednesday and that the review is expected to take approximately one month. "I'm anticipating approximately 1 month for them to review and approve," he said, and staff’s hope is to be placing municipal solid waste in the new cell in early November if the DNR approves the documentation.
Oetzelberger described a temporary split operation while construction finishes: municipal solid waste (MSW) will go into the new cell as part of a "fluff lift," while other special or construction/DEM-type materials will remain on top during that transition. He also reported selective clay extraction from a stockpile north of the former Bridal Building and said contractors are being managed to avoid tracking mud onto Highway 45.
On the broader expansion timeline, staff said they continue to work with the city and the DNR and that floodplain issues emerged late in the process. FEMA has been consulted to some degree. The feasibility determination required to proceed to a plan-of-operation has been delayed; staff said they are hopeful the feasibility can be secured before the end of the year so plan-of-operation work can advance and new cell construction could occur in 2025.
No formal vote or regulatory approval was announced at the meeting; staff characterized the schedule as contingent on DNR review and resolution of floodplain-related issues.
