Finance committee defers SRO memorandum after debate over cost-sharing for extracurricular overtime

Committee Chair (Speaker 2) opened discussion of a memorandum of understanding to provide School Resource Officer (SRO) services for the 2024–25 school year and extracurricular events at Muskego-area schools and a motion to approve the MOU was made and seconded. Committee members questioned how costs for extracurricular-event coverage would be allocated between the city and the school district.
A committee member (Speaker 1) pressed for an even split of all costs, including overtime for football and other marquee events, saying, “I’d like to see it split evenly…we’re providing something that they need and also we’re doing a community service.” Police Chief (Speaker 4) replied that the longstanding arrangement pays the district roughly 65% of wages and benefits for SRO positions and that overtime for special events is invoiced to the district: “65% is basically that covers 2 thirds…wages, benefits package, and we get a check, that covers that for those 3 SRO positions…The overtime…for these special events…is where the payment goes back from the school district.”
Members debated whether the city should seek a different allocation and whether changes could be negotiated for the current contract year or only for future years. Committee Chair (Speaker 2) and the Chief said negotiations to change the split are on the table; members agreed it would not hurt to try to change terms for the following year. To allow staff time to pursue negotiations, the committee voted to defer the MOU to a future meeting rather than approving it at this session.
The committee did not adopt the MOU at this meeting. The item was deferred for further negotiation and will return to the committee agenda for a subsequent meeting.
