Speaker 2 reported that the November 12 planning commission reviewed four land-use applications and recommended approval of each by a 4–0 vote.
RZ190811 (Grama Lane): staff said the 10.53-acre parcel at 1303 Matthews Road in Jasper meets the county's rural-residential character and recommended rezoning from Agriculture (AG) to Rural Residential (RR) with conditions requiring future development to comply with safety regulations to protect surrounding residents.
RZ190815 (Boseman): staff presented a request to rezone approximately 6.09 acres at 2414 Highway 53 East to allow a 1.5-acre split for construction; staff recommended approval with the same general safety and development conditions, and the planning commission recommended approval 4–0.
CU190847 (Nadine Mary Harrison): staff described a conditional-use request to continue operating a two-bed hospice-care facility from a home at 30 Arrowwood Lane (1.04 acres). Conditions recommended by staff and reported to the commission include a maximum of two beds unless the applicant pursues a conditional-use modification, no more than one advertising sign (with staff review), fire-marshalled access and life-safety requirements, and a prohibition on parking that exceeds the property's capacity. Planning staff said the commission recommended approval 4–0.
RZ190848 (David Walker Jr.): staff said the request involves rezoning roughly 16.88 combined acres from AG to Small AG to permit an additional single-family dwelling; staff recommended approval subject to standard development and safety conditions and the planning commission recommended approval 4–0.
Speaker 1 and other board members asked clarifying questions about sign covenants and fire-marshal inspections for the hospice proposal; Speaker 4 (a staff member) said the fire marshal will determine overall capacity and ensure driveway-only parking to prevent off-street expansion.
