Peachtree City highlights SPLOST, ARPA and capital projects while racing encumbrance deadlines

Staff presented capital and special-fund priorities for FY25, emphasizing SPLOST project completion, a multiyear capital improvement program and deadlines tied to American Rescue Plan Act (ARPA) funds.
Jasmine Julio summarized FY25 capital-outlay items estimated at about $4.2 million, including citywide facility improvements, public-works and recreation equipment, vehicle replacements (10 patrol vehicles), technology upgrades, and non-SPLOST street resurfacing. She said some projects will be grouped into single procurements and that several items are tied to the pending Recreation Master Plan.
On SPLOST, staff reviewed the status of the 2017 projects and the 2023 referendum list. Priority 2023 projects cited for FY25 include Huddleston Road improvements (with new path), a North Peachtree Parkway path, a pedestrian bridge to Drake Field, Crosstown Roundabout, and pickleball courts. Staff emphasized legal restrictions: SPLOST cannot be used for maintenance except for paving as allowed by law. Julio said 16 of the 2017 projects remain open (with several ongoing maintenance-type activities) and urged timely completion to preserve voter confidence for future referenda.
On ARPA, staff reminded council that certain ARPA funds must be encumbered by Dec. 31 of this year and spent by Dec. 31, 2026; projects such as City Hall improvements, Flat Creek boardwalk work and station exterior sealants are complete or near completion, with others out to bid. Staff said they plan to sequence bids to meet encumbrance deadlines and will bring many items back before council as procurement actions.
Council asked for the Recreation Master Plan timeline; staff said the consultant presentation is anticipated in August. Staff also reviewed impact-fee rules and noted a capital-improvement-element resolution scheduled for the upcoming Thursday meeting at 09:30.
No formal votes were taken; staff will return with project-level procurement and timing information required to meet ARPA deadlines and continue SPLOST project delivery.
