The Erlanger City Council convened a Nov. 19 special meeting to consider several legislative items, including an ordinance amending Erlanger ordinance No. 2,574 (the budget adopted for the fiscal year beginning July 1, 2024 and ending June 30, 2025), and to receive first readings on a zoning text amendment and a telecommunications franchise.
Sebastian introduced an ordinance that he described as amending ordinance No. 2,574 (the city's FY2024-25 budget ordinance). Mayor Jessica Fetti asked for a motion "that we adopt this ordinance as read." After discussion and a call for votes, the transcript records members answering and the mayor declaring "motion carried." The transcript does not record a numeric roll-call tally; the council's formal adoption is recorded in the meeting as "motion carried." Notes in the meeting indicate this was presented during the legislative portion of the special meeting.
Sebastian also presented, as a first reading, a zoning text amendment that would add tattoo parlors as a conditional use in the MU (Mixed Use) zone. The council explicitly noted that this is a first reading and asked that the first reading be noted in the minutes; no final vote on the zoning text amendment was recorded at the Nov. 19 meeting.
A separate ordinance was presented on first reading to confirm the sale and award a nonexclusive telecommunications franchise to "Cincinnati Bell Extended Territories, LLC, dba Alta Fiber Connected." Sebastian said the franchise would provide for placement of cable systems and would have an initial five-year term from the effective date with a possible five-year renewal; the ordinance also references compliance, insurance, cancellation and other standard terms. This ordinance was presented as a first reading and no adoption was recorded at this meeting.
Procedural business included a motion to adopt the minutes as presented; council members responded "Aye," and the mayor declared the motion carried. Later in the transcript the meeting moved into a city council caucus because the scheduled time had passed, and the caucus agenda was limited to board and representative appointments (expiring appointments were noted as continuing and to appear on the December legislation agenda).
The transcript does not provide vote tallies for the ordinance adoption(s) beyond the mayor's declarations of "motion carried," and it does not list an ordinance number for the zoning text amendment or the telecom franchise ordinance beyond the descriptions read into the record. The council also announced two openings on the Northern Kentucky Regional Ethics Authority enforcement board and invited interested residents to apply by Jan. 17.
