Commission approves car-wash conditional use at Exit 42 with GDOT-access condition

The Glynn County Planning Commission on Aug. 27 approved a conditional use permit for a proposed car wash at 7199 Highway 99 (the Exit 42 area), with a condition that the Georgia Department of Transportation (GDOT) approve site access prior to issuance of any building permit. Planning Manager Stephanie Leaf described the site as part of a planned development (PD ZM5103) that defers to Glynn County highway-commercial standards for allowable uses; under those standards a car wash requires a conditional use permit.
Leaf said the proposal includes three drive-through lanes and 17 vacuum stations and that the applicant will return for site-plan approval after resolving access with GDOT. Jake Lemmings of Robert Civil Engineering told commissioners the car-wash owner is under contract and that securing the CUP is the step needed to proceed with GDOT coordination and site-plan review.
No members of the public spoke for or against the proposal during the hearing. Commissioner (speaker 3) moved to approve the conditional use permit with the condition that "GDOT approval for the access is granted prior to issuance of a building permit for the car wash." The chair seconded and the motion passed 4–0.
Staff recommended adding the access condition because GDOT must approve driveway/access plans on Highway 99/Exit 42 before the county can issue building permits for projects that rely on state-owned right-of-way or state-controlled access points. The approval allows the applicant to continue with the site-plan and GDOT submittal processes; final building permits will be contingent on GDOT sign-off and required county site- and building-permit approvals.
