Neighbors raise flooding concerns; Glynn County defers Taylors Drive rezoning to let applicant and engineer respond

Glynn County commissioners on Sept. 5 deferred consideration of a rezoning application for parcels including 135 Taylor's Drive after multiple neighbors urged caution over flooding and drainage.
Planning staff said the owner proposes conversion from Highway Commercial to a mix of Conservation Preservation and General Residential to enable a rental, single-family development; the conceptual plan shows about 28 units with marshland preserved. Neighbors said the area already floods during storms and king tides. Resident Stacy Levendusky told the board, "my water is about ankle deep surrounding my house" after rainfall and said she feared losing usable property if stormwater is not properly engineered.
Other neighbors and commissioners raised questions about stormwater management, septic and on-site wastewater treatment in an area that lacks joint water and sewer connections, and potential impacts to adjacent properties. Engineering staff described standards requiring developers to show pre- and post-development stormwater calculations and said design work and review typically occur after zoning but before final approvals.
Commissioner Clark moved to defer ZM-24-16 to the Sept. 19 meeting to allow the applicant and engineer to attend and provide additional detail; the board voted unanimously to defer the item.
