Danny Smith, Glynn County public works director, presented traffic‑calming and speed‑mitigation options on Sept. 17 and reviewed the county’s current speed‑hump policy and data thresholds.
Smith said an engineering approach combined with enforcement and public outreach is most effective and described candidate measures including speed humps (preferred on low‑speed residential streets), speed feedback signs and trailers, enhanced curve delineation and road diets. He explained that all traffic signage and pavement markings must conform to the Manual on Uniform Traffic Control Devices and that device selection depends on roadway setting, crash history and user types.
Under the county’s speed‑hump policy Smith said a candidate roadway must be longer than 1,000 feet, have a posted speed limit of 25 mph or less, an average daily traffic volume between 300 and 3,000 vehicles, and an 85th‑percentile speed at least 11 miles per hour over the posted limit. If the quantitative criteria are met, a petition of adjacent property owners requires at least 70% signatures within 100 yards of a proposed hump; if the speed criteria are not met, 90% approval is required.
Smith provided cost examples to inform policy choices: a radar sensor/sign housing used to collect speed data costs about $9,000; a single solar‑powered speed feedback sign is about $4,600 (per direction) and a portable speed‑feedback trailer cost roughly $9,000; interactive curve lighting units Smith showed were about $5,600 each. He also reported that roughly 78% of requested speed studies to date did not meet all policy criteria, and he recommended the board consider whether policy thresholds or petition requirements should be adjusted.
Smith said staff can produce recommendations on criteria and deployment policy for future board consideration; commissioners directed staff to develop recommendations and to confer with traffic team members on replacement and maintenance costs.
