Glynn County to terminate Ajax contract for Juvenile Justice Center and rebid construction

The Glynn County Board of Commissioners unanimously voted on Sept. 19 to terminate the county’s agreement with Ajax Building Company, LLC for the new Juvenile Justice Center and authorized staff to rebid the construction contract.
Preston Talbert, Director of Capital Development and Procurement, explained that Ajax’s contract is two-part (preconstruction services and construction). A guaranteed maximum price (GMP) would be presented to the board if the parties reached agreement; Talbert said staff and Ajax were unable to reach a GMP within the county’s budget and therefore recommended terminating the agreement and soliciting bids through a traditional Invitation for Bid (IFB) process.
Commissioner Rufalski moved to terminate the contract and rebid; Commissioner Clark seconded. The board voted and the Chair announced the vote was unanimous.
Talbert said termination will allow staff to reissue the construction procurement and seek a GMP or lump-sum bids that align with the county’s budget requirements. The board did not discuss settlement amounts, termination costs, or projected new bid timelines during the public meeting; staff follow-up will be required to provide those details.
