Council approves interfund loans to finish airport equipment storage building and snow‑removal needs

Provo’s City Council approved a package of interfund loans and transfers to support airport infrastructure, including a building to store recently purchased snow‑removal equipment.

Public Works Division Director Brian Torgerson told the council that the airport had acquired roughly $2 million of equipment and needed a building to store and protect it; the FAA requires appropriate covered storage and timely snow removal for primary surfaces. Torgerson said construction dirt work was slated to begin immediately and that funding would come from a mix of FAA grants and Passenger Facility Charge (PFC) revenue, with interfund loans bridging costs.

Finance staff explained the loans: $7.5 million interloan from the energy fund to the airport fund, $3.5 million interloan from the interloan fund, and a $4.0 million interloan from the Mountain Vista Fund; staff said the Mountain Vista money originated from property sale proceeds and will be repaid with interest equivalent to investment returns. Council members asked about solvency and repayment sequencing; staff said the repayment plan was adjusted after the work session to have energy repay first.

Council unanimously approved the transfers and loan structure 7‑0. Staff said they would take care to minimize general‑fund impact and expect to resume airport property payments in FY2027.
