Justin Harrison presented the amendments, explaining the changes were mainly conforming edits to align article language with Utah Code 17C and to clarify the roles of chair and vice chair (the council vice chair would serve as board chair unless they decline, and the council chair would serve as board vice chair unless that person is named chair in the special case described). Harrison noted a small unintended prior change had been corrected and the amendments were intended to match state code terminology.
Board members expressed support and the board approved the resolution by unanimous vote (7-0). The updated bylaws become effective on the date of adoption.
Staff said the bylaws update is largely administrative: it clarifies internal governance and preserves the board's alignment with statutory requirements; any further operational changes would be addressed separately.
