Randall County awards crushed-base bid to DC Felici, approves several procurement specs and surplus actions

The Randall County Commissioners took multiple procurement actions Feb. 11, awarding a crushed-base-material contract, approving solicitation specifications for other materials and equipment, and authorizing surplus of county units.

Purchasing staff reviewed six proposals for crushed base material and recommended dismissing the lowest-priced submittal because it was for recycled concrete classified as Type D material while the bid specified Type A (TxDOT definitions). Purchasing recommended awarding to DC Felici at $19.74 per ton delivered and $14.24 per ton picked up; the court approved awarding the contract by voice vote (5-0). A vendor representative who identified himself as the owner of both DC Collegiate and a recycled-material operation told the court he presented the recycled option for future consideration as recycled aggregates are increasingly used elsewhere.

The court also approved release of bid specifications for an emulsion/road-materials solicitation and for desktop computers (including county standard and sheriff's office options) with responses due in early March. Commissioners approved sending four Chevy Tahoes and a motor grader to auction with AssetA Auctioneers. All procurement motions passed with recorded voice votes of 5-0.

Purchasing said staff will follow up on contract award conditions with purchasing and that future bids can include clarified material types if the county chooses to evaluate recycled products separately.
