County staff told the court builders were instructed that they should be able to start foundation work in about 60 days, and that the Appalachian Foundation would cover costs related to underground broadband placement that did not qualify for disaster‑recovery funding. The court approved the pay requests and contracts and voted to proceed pending fund release.
The court also approved an AML project pay request for RM Johnson covering engineering services.
No additional conditions or amendments were reported at the time of approval; staff said they will wait for state fund disbursement before remitting payments.
