Martin County court OKs milling contract, pool contractor and school demolition contract

Martin County Fiscal Court approved several routine procurement and construction contracts during its July 8 meeting, including a Kentucky Transportation Cabinet milling contract, an award of pool construction work and a contract to oversee demolition of an old school building.

The presiding speaker described a milling contract with the Kentucky Transportation Cabinet totaling $4,321.50 for 250 tons at $15.83 per ton plus handling at $1.42 per ton; the court moved, seconded and approved the contract by voice vote. Later, the court reviewed two pool proposals, noting one bidder (Bluegrass Construction) proposed substantial concrete removal and a higher price (about $260,000) while the lower bid from Aquatics Construction (about $161,234) avoided tearing up concrete. The court accepted the lower proposal and approved the award; members discussed using ARPA/COVID funds as the likely source of payment.

On the school contract, the court approved a formal agreement with J and M Monitoring (referred to in the transcript as “J and M monitoring” and an associated Michael) to perform the required work and material handling for tearing down the old school, after the county attorney reviewed the contract and staff recommended approval. Each contract approval was decided by voice vote; no roll-call tallies were provided in the meeting transcript.

Members also discussed progress on a local attachments project and a bridge built to haul coal; the court moved to pay bills, approved an appropriations list and authorized cash transfers during the same meeting.
