Port approves three‑month GLO Resources contract to support CAO transition after debate; passes 6–2

The Plaquemines Port Harbor and Terminal District voted to authorize a three‑month professional services contract with GLO Resources to assist the transition of the chief administrative officer, after commissioners raised concerns about cost and length.

The ordinance, read as part of the meeting’s agenda, authorizes executive director Charles d Tillotson "to enter into a 3 month professional services contract with GLO Resources to assist in the transition of the chief administrative officer position," and was offered by Commissioner Champagne and seconded as noted in the record.

Several commissioners questioned the absence of a clear total cost in the ordinance and whether a 90‑day engagement was excessive. Staff responded that the proposed pay structure equates to the retired employee’s prior rate converted to an hourly rate and emphasized the need for coverage across detailed areas such as insurance policies, procedures and institutional knowledge. "There was a lot of institutional knowledge over a decade that walked out of the office," Tillotson said, arguing the contract is intended to protect continuity and support planned ISO certification work in 2025.

Commissioners asked for a written clarification on cost; staff said it would be provided. A recorded outcome on the docket shows the item passed with six in favor and two against.
