County project staff said the courthouse has long-standing deterioration in cast-iron piping that needs replacement, and the project will be phased while the building remains occupied. The procurement will use a PACE job order contract (cooperative P00250) and the county said the proposal satisfies competitive procurement requirements. Staff said night and weekend work is included to minimize disruptions to court operations.
Project schedule details provided to the court call for at least a two-week mobilization after contract award, required city permits that may take about a month, and an estimated 28 weeks for construction. Staff said they budgeted slightly above the contract amount and funded the work through a line-item transfer from existing capital funds.
Commissioners moved, seconded and approved the work order contract and associated transfers by voice vote. County staff noted prior positive experience with Midtex on smaller projects and emphasized efforts to coordinate around court schedules.
