Nicholasville commission approves annexation second reading, multiple procurement and personnel items

Nicholasville — The City of Nicholasville Commission, meeting Oct. 28, approved a slate of routine municipal items including a second-reading annexation ordinance for roughly 23.8 acres at 2045 Shun Pike and several procurement and personnel actions.

Commissioners heard from staff that there were no changes since the last reading of the annexation ordinance. After discussion the commission moved, seconded and adopted the ordinance on second reading.

On capital and maintenance matters, commissioners approved a change order for the city/county pickleball courts to raise grading and slope; the total change order is $10,704, with the county and city each sharing half (city share $5,352). The commission also authorized purchase of a larger street sweeper budgeted in 2024; staff said proceeds from selling the old unit will offset part of the purchase price. The commission approved awarding a $379,000 contract to replace the Lone Oak clubhouse roof after staff said two bids were received and explained differences in scope between the bids.

The commission authorized the mayor to sign a master engineering services agreement with Jacobs for sewer modeling work and approved two lien releases — a code enforcement lien for 109 Lincoln Heights and a sewer-assessment lien for 228 Normandy Court — after staff reported the liens had been paid.

Human resources presented Municipal Order 2024‑21, which updates employee policies, the compensation and classification plan and several appendices. HR director Kathy Reitingberg said the amendments align fire training certification language with state documents, set paid parental leave to be used within 90 days of a birth, adoption or foster placement, and increase the maximum compensatory time accrual from 100 to 120 hours. The municipal order was adopted.

The commission approved two hires in administration: Ryan Bishop as staff accountant (grade 27, $29/hour, effective 11/12/2024) and Jennifer Tucker as accounting specialist (grade 26, $24.50/hour, pending background and screening, effective 11/12/2024). In the wastewater plant, commissioners approved a 5% certification pay increase for a lab analyst classification and authorized progression of John Kanter to plant operator (grade 22) with a $1/hour increase following certification completion.

Finance presented accounts payable totaling $885,615.47 for Oct. 12–25, which the commission approved.

The meeting moved to a closed session under KRS 61.810(1)(b) to discuss the future acquisition or sale of real property. No further public action was taken before adjournment.
