Nicholasville extends Strand agreements, adds design funds and hears path update; construction hoped for by year’s end

The Nicholasville City Commission on Sept. 23 authorized contract amendments with Strand Associates related to the city’s East and West bike‑pedestrian path projects and received an in‑meeting update from a Strand representative.
Staff explained the amendments extend the master agreement schedule from seven to 10 years for administrative purposes and adjust two task orders: Task 420 for the East High path (moved to a December 2025 milestone) and Task 421 (the West path) which required an additional design scope after a septic tank/field was discovered and added roughly $15,500 to the contract. "They had to do some additional storm drain work... that added about $15,500 to the contract," staff said.
Matt of Strand Associates gave the commission a progress report, saying the West High Path is the imminent project and that agreements on right‑of‑way sale prices are in hand for the parcels required. "The utilities have all been notified that they need to move..." Matt said, and the team is coordinating with Kentucky Transportation District 7 on an intersection that may need a temporary all‑way stop until a traffic signal is installed. Matt said the team hopes to be authorized to advertise for construction bids by the end of the year if state, federal and other agency responses come through.
Commissioners discussed safety near schools, coordination with District 7, and public communication. Staff agreed to follow up with District 7 and to coordinate public messaging about the project status and timing.
