Council approves one-story convenience market and drive-through at Manning and Academy (Resolution 2023-46)

The council opened and closed a public hearing on a proposed modification to a previously approved 5.2-acre commercial development at the southeast corner of Manning and Academy Avenue. Jeff O'Neill, city planner, told council the applicant proposed to reduce a convenience store/quick-serve building from two stories to one and to add a drive-through at the rear of the building; all other aspects of the approved site plan would remain the same.
No members of the public offered substantive testimony on the land-use change during the hearing. Councilors expressed support for the project moving forward; Councilmember Sabrina Rodriguez said she looked forward to the project starting and acknowledged the change would help development begin on a long-vacant corner. The council voted to approve the modification and adopted Resolution 2023-46.
The planner noted the revision is limited to the building height and drive-through configuration and that the project was previously granted entitlements in February 2023. The resolution adopting the modification was numbered 2023-46.
Next steps: project permits and construction sequencing will proceed under the conditions set by the council's approval and project staff will follow up with permitting details as developers mobilize on site.
