Parlier council adopts parcel map and ROPS, introduces zoning change; minutes to be reviewed

At its regular meeting the Parlier City Council approved a tentative parcel map (Res. 2023-54) and a ROPS resolution (Res. 2023-55), introduced a zoning text amendment to allow barbershops in the C-5 zone (Ord. 2023-04), and approved a motion to review video of minutes for possible amendment.
The Parlier City Council on the evening's agenda approved several measures and set follow-ups for procedural items.
Council voted to approve Resolution 2023-54, which adopts a class 15 categorical exemption under CEQA section 15315 for Tentative Parcel Map 2303 and approves the map for assessor's parcel 35504116. Assistant City Planner Wyatt Chazinski told the council the parcel is about 1.87 acres and would be subdivided into Parcel A (approximately 0.71 acres) and Parcel B (approximately 0.96 acres); 0.2 acres would be dedicated to the city. Chazinski said no construction is proposed at this time.
Council also added and approved Resolution 2023-55, the Recognized Obligation Payment Schedule (ROPS) for fiscal year 2024–25. The item was added to the agenda and carried by motion; the mayor declared the motion carries.
The council introduced Zoning Text Amendment 23-10 to permit barber and beauty shops in the C-5 General Commercial zone. Staff recommended introduction of Ordinance 2023-04 and the council voted to waive the first reading and return the item for a second reading in January.
On the consent calendar, the council approved item 1 and carried a separate motion to review video of a prior meeting to determine whether minutes should be amended to capture a public speaker's substantive points. The city will review the meeting video before any verbatim changes are made to the minutes.
Next steps: staff will return the barbershop zoning ordinance for second reading in January and will bring a proposal on security/vendor practices at city facilities back to council for further consideration. No closed-session report was made before adjournment.
