Parlier’s council on March 7 authorized staff to solicit bids for an indoor/outdoor sports park and to return with bid results and a recommendation to award construction to the lowest qualified bidder.
Planning staff said the city has been preparing design work and initial cost estimates; an early shell estimate for the facility was about $800,000, but staff said the final cost would be known only after issuing a formal bid package. Staff also said the parcel in question reverted to city ownership when a prior developer failed to meet construction deadlines and that the city must correct real‑property records before breaking ground.
Councilors and staff discussed a canal that runs across part of the site; staff acknowledged that undergrounding or otherwise addressing the canal could materially affect cost and timeline. Staff said they are working to secure documentation of prior payments and a recorded certificate of acceptance so the deed can be re‑recorded and site control confirmed.
The council voted to authorize solicitation of bids (motion recorded in the meeting as passing 4 yes, 1 absent). Staff will return with bid packages, exact bid amounts and a recommendation for award.
