During consent-calendar discussion councilmembers raised repeated concerns about receiving check-register backup too late to review and the inability to vote against a single check within a batch. Members said staff should deliver packet materials earlier (suggested Friday) so council can review before Monday posting. City attorney Neil Costanzo explained options including issuing the full packet to council prior to posting and using closed session for items that qualify.
Separately, the council considered language for the Veterans Park concession stand that would have granted exclusivity to one league. Members and public speakers said the concession stand is a public facility and should remain available to other leagues and users; the council removed the exclusivity language and approved the item. The remainder of the consent calendar (items 2, 3, 4 and 6) was approved by roll call.
