Parlier council authorizes grant applications for body‑worn cameras and tobacco‑prevention programs

The Parlier City Council on July 18 approved two grant-authorizing resolutions: one to apply for Bureau of Justice Assistance funding to support body-worn cameras and digital evidence management and a second to apply for Proposition 56 tobacco-prevention funds.
Finance staff described the body-worn camera application as a request for $500,000 over three years to fund a dedicated position to manage video evidence and to purchase hardware, additional cameras and equipment. "This grant will fund a dedicated position to manage video evidence," the finance presenter said. Staff said there is no city match and that the selected applicant would be authorized to execute related documents if awarded. The police chief added that the department already has 20 body-worn cameras in use and would add devices and a dedicated staffer if the grant is awarded.
Separately, staff requested $237,557 in Proposition 56 tobacco funds to support half of a community-service officer position, overtime and educational materials aimed at reducing illegal tobacco sales to minors. Staff said this grant likewise requires no city match.
Both resolutions were approved by voice vote with four yes votes and one absence. Council directed staff to manage reporting and implementation and noted that external consultants could be engaged for complex grant reporting if necessary, but the city intends to manage these grants internally if awarded.
