A motion to remove a contested passage from the June meeting minutes passed 4–1 at the Aug. 1 Parlier City Council meeting after a lengthy and occasionally heated exchange about what the minutes should record. The dispute centered on whether the minutes should include the mayor’s remarks and the circumstances around a prior lack of quorum.
Councilmember Juanita Molina moved to remove the language; Councilmember Diego Garza seconded. The clerk and legal counsel explained that under the Brown Act minutes must reflect actions taken and votes, not necessarily every public remark, but councilmembers and members of the public argued for and against recording the mayor’s statements about why the meeting did not proceed. The roll-call vote was recorded as four yes, one no.
The debate also included accusations that the mayor’s absence or conduct previously caused late fees on city bills (members of the public and other council members referenced nearly $500 in late fees), and repeated exchanges over whether the mayor had ‘thrown a tantrum’ and whether council members ‘walked out.’ Legal counsel advised the council that minutes are primarily an official record of actions and votes; the council nonetheless approved removal of the contested text.
Next steps: The amended minutes will reflect the council’s vote to remove the passage as directed; the subject generated requests from council members for clearer minute-taking procedures and for better public transparency about what is recorded, and staff was directed to place procedural or policy clarifications on a future agenda if necessary.
