The Parlier City Council approved a staff recommendation to award a contract to Carbon Supply Incorporated for supply and installation of granular activated carbon (GAC) media used in TCP removal systems at Wells 2a, 4a, 8 and 9.
Acting city staff presented a report recommending adoption of a resolution (correction noted to the resolution number on the record) to award the contract to Carbon Supply Inc. in the amount of $659,260. The staff report said the contract includes supply and installation of 480,000 pounds of GAC media, backwash tanks, chemical buildings and minor site improvements; Well 5 will be rehabilitated from standby to active use. Staff said two bids were opened on 09/10/2024 and read aloud: Carbon Supply Inc. ($659,260) and Carbon Activated Corporation ($905,608).
If approved, the project’s GAC purchase and installation would be funded by an amendment to the state DWS RF construction grant; staff said the contractor expects to begin installation and GAC delivery in January 2025. Councilmember Diego moved the item, Sabrina seconded, and the council voted in favor by voice/roll call: "Aye" and "Motion carries 5 yes."
No members of the public offered substantive comment on the TCP contract during the vote; staff was asked to attach the referenced documents and finalize the resolution paperwork. The contract award was adopted in open session and will proceed under the city manager’s authority for signature and grant amendment steps.
