Parlier’s City Council approved a staff recommendation Wednesday to permit rental of city-owned Building 745 East Tulare for special events and community functions, subject to the city’s established fee schedule and security guidelines.
Chief Serta presented the staff report and said the city hopes to provide a community venue while managing neighbor impacts from parking, noise and large gatherings. Several council members and public commenters expressed concern that the building lacks reliable heating and cooling (it has only a swamp cooler) and suggested seasonal restrictions or explicit contract language so renters are not surprised by conditions. Councilmembers asked staff to make a Spanish-language version of the rental contract available and to meet with the current occupant, Erlinda, so she can review terms.
Council approved the resolution (referred to in the meeting as '2020Four-seventy8') authorizing rental of the facility and asked staff to prepare orientation materials and translated documents for tenants.
Staff will finalize rental policies, including availability windows and contract translations, and return to the council with implementation steps as needed.
