Council approves extension of RSG consulting contract for successor-agency work

Parlier’s City Council voted unanimously on Dec. 5, 2024, to continue its consulting agreement with RSG Incorporated to support successor-agency services related to the wind-down of the city’s former redevelopment agency. Staff said RSG’s scope includes preparing required reports, coordinating with state and local entities, and conducting financial and legislative analysis. The proposed fee in the staff report was a not-to-exceed $10,000 with an optional $3,500 for preparing a final recognized-obligation payment schedule.
City Attorney and staff recommended extending the existing contract by amendment to preserve contract continuity rather than drafting a new, separate agreement. Council approved a motion to continue the contract for fiscal year 25–26, identified in the meeting materials with Resolution 2024-79, and authorized the acting city manager to execute the amendment. The motion passed 5–0.
Staff noted that the recognized-obligation payment schedule (ROPS) for 25–26 required separate council action; the council approved the ROPS in the same meeting. The extension of RSG’s services is intended to ensure compliance with dissolution requirements and to facilitate transparency and reporting during the wind-down process.
