The Parlier City Council voted Wednesday to adopt guidelines for a new ADU/JADU loan program funded by CalHome dollars, part of a $3 million grant the city received from the California Department of Housing and Community Development (HCD) in November 2023.
Jeff O’Neil, staff lead on the grant, told council the award splits the funds into $2 million for a first-time homebuyer program and $1 million to support ADU and JADU loans. The city must finalize program guidelines and obtain HCD’s approval before the city may accept applications or disburse funds.
Members of the public asked whether there is an existing waiting list and whether loans might be forgiven after a specified residency period. Staff clarified there is no preexisting list for the ADU program; applications will be accepted during a future open window (staff estimated a 45–60 day application period once the program is active). The draft guideline includes a default credit-score threshold of 680, staff said; eligibility and possible forgiveness terms depend on program details and state approval.
Council asked staff to develop a clear fact sheet so residents understand the program’s loan nature and qualification process. Jeff O’Neil said the city will submit the adopted guidelines to HCD and work to expedite Sacramento’s review but cautioned state timelines may delay program start into next year.
Council approved the resolution adopting the ADU/JADU guidelines (recorded in the meeting as resolution number '2020Four-seventy6') by unanimous vote.
