The Parlier City Council voted 5–0 on Dec. 5, 2024, to adopt Ordinance 2024-02 amending Title 18 of the municipal code to revise rules for accessory buildings in residential zones. Planning staff said the update creates three categories — site-plan review, zone clearance and exemptions — and adds development standards addressing setbacks, architectural compatibility and access. Staff also proposed a new zone-clearance process to streamline minor approvals; required building permits would still apply.
Planning staff noted the council previously waived the first reading on Oct. 3 and returned with revised language after directed investigation. City staff recommended adopting the ordinance to implement the new review categories and to clarify lot-coverage rules. Councilmember Diego Garza made the motion to adopt the ordinance and Mayor Pro Tem Sabrina Rodriguez seconded; the motion passed with all five members voting "aye." Mayor Alma Beltran noted no public comments were received on the item.
The ordinance is intended to provide clearer, more predictable review processes for residential accessory structures while preserving building-permit requirements for safety and code compliance. Council members did not request further changes at the meeting; staff will publish the ordinance and implement the zone-clearance procedure.
