City consultants from PlaceWorks presented the first draft of Needles’ general plan update, a grant-funded project that will replace the city’s plan last updated in 1985.
Consultant Colin Drucker described the exercise as both map refinement and a strategy to provide capacity for measured growth. Key elements presented included synchronizing the general plan with the zoning map, establishing a downtown core that would allow higher floor‑area ratios (FAR) and mixed-use development, improved riverfront public access, and a multimodal loop to enhance pedestrian and bicycle connectivity across neighborhoods.
Drucker said the planning team ran traffic models to test roadway configurations, proposed rightsizing some streets to support diagonal parking where appropriate, and recommended strategies to preserve compatibility with existing residential neighborhoods. The presentation noted the environmental review produced a mitigated negative declaration and that outreach included mailed notices to affected property owners.
Council members and residents asked about specific blocks and parking geometry downtown. Staff said prior engineering studies would be re‑examined and planning‑commission hearings would continue; the draft will return to the council after the Planning Commission completes its hearings and recommendations.
