The Needles City Council voted to add a late agenda item to discuss existing litigation in Rio Buena Vista Association v. City of Needles (case CIVSB2028439) after staff said a settlement proposal arrived after the agenda was posted.
City Attorney (first reported during closed-session agenda review) told the council the matter required immediate attention under the Brown Act and cited Government Code §54954.2 and §54956.9. A council member stated on the record that they would recuse from that item because they live in close proximity to the property. An unidentified council member moved to add the item; the motion was seconded and carried on a roll call in which several council members answered 'Yes.'
