Kathy Rausch, capital projects manager and interim development director, summarized the traffic study conducted according to the California Vehicle Code and the Manual on Uniform Traffic Control Devices (MUTCD). The engineer measured prevailing speeds and calculated the 85th-percentile speed for the segment; staff said the 85th percentile was measured at 36 mph and the recommended posted limit was 30 mph with an advisory 10 mph zone around a pronounced curve accompanied by chevrons, arrow signage and a radar feedback sign on Sacramento Street.
Residents asked whether recently completed or upcoming repaving work could change measured speeds. Staff replied speed studies are typically updated on a five-year cycle and the current pavement management schedule would likely delay any formal re-evaluation for at least two years unless council priorities change.
After public comment and council questions, a motion was made and the ordinance was adopted by roll-call vote.
