The Needles City Council on Dec. 10 approved several measures intended to clear the way for local infrastructure work, manage public art and secure access to a city substation.
After staff described negotiations with the Rio Buena Vista homeowners association, the council authorized the city manager to execute a nonbinding memorandum of understanding that paves the way for Rio Buena Vista to study forming an assessment district to pay for bringing private infrastructure up to city standards. City staff told the council the HOA would first secure its membership, obtain estimates and, if approved by that community, the costs would be bundled into an assessment district and financed by bond. The council voted to authorize the city manager to execute the MOU.
