Council approves property exchange and improvements agreement for new Springville High School campus

Springville City Council approved a joint resolution authorizing property exchanges and construction of improvements between Springville City and the Nebo School District as part of the new Springville High School campus plan.

Staff said the school rotated and shifted its campus layout, changing the parcels the city and district must exchange to implement the revised plan. Under the agreed framework the city would convey portions of the Spring Acres Arts Park (including a lower arts park area) to the district, and the district would dedicate multiple green parcels to Springville City, convey the Oak Ridge Building (a roughly 2005 classroom/multiuse building) to the city, and provide acreage at Memorial Park and Meadowbrook Elementary.

Staff and council discussed details including ownership and maintenance of eight tennis courts (staff said six would be district‑owned, two city‑owned, with shared access negotiated via interlocal agreement), a rebuilt Pony League field and both softball fields, parking to serve the Arts Park, new irrigation/turf and at least $150,000 committed to renovating the snack shack. Staff said the district will construct improvements (fields, lighting, turf) and the parties will work through maintenance responsibilities in the interlocal agreement.

A resolution (Resolution 2022‑21) approving the exchanges and improvements was moved, seconded, taken by roll call and passed. Staff said the school board will consider the matter the following evening; the action authorizes staff to continue negotiating final documents and move into subsequent implementation phases.
