Council approves CIP bid modifications, CDBG resolutions and routine actions

Lock Haven — At its Feb. 7 meeting the Lock Haven City Council approved a package of routine and capital matters that the city said will enable work on multiple shovel‑ready projects.
Council authorized bid modifications and to advertise for bids on identified CIP projects after staff presented a prioritization of capital work. The council recorded unanimous roll‑call votes for the bid authorization and a separate bundled vote to adopt annual CDBG resolutions (including the fair housing resolution, grievance procedures and related HUD‑required policies).
Staff also presented use requests (Little Free Libraries, Triangle Park events, East Main Street closure for the Clinton County Arts Council Jams Fest, and a Zindel Park wedding) which the council approved. The council accepted the resignation of Patrolman Brian Green effective March 10 and instructed civil service procedures for replacement.
Why it matters: Approving bid modifications and finalizing CDBG compliance items allows the city to access ARP, PENVEST or other state funding streams and move forward on a series of water, sewer, street and park projects the presentation listed as primarily ARP and borrowing funded.
Next steps: Staff will proceed with procurement steps for the shovel‑ready projects and return to council with contract awards or further resolutions as procurement rules require. The civil service commission will convene to begin the hiring process for the police vacancy.
