Lock Haven council approves procurement awards, grant reapplication and CDBG reallocations

Procurement and vendor approvals: Staff reported the low bidder for the city’s fuel RFQ was Nindi Oil Company and recommended awarding the fuel supply contract to them. The council approved the award by roll call. For wastewater treatment chemicals, staff recommended and council approved low bids to Polyutech for polymer at $1.23 per pound and to US Alco for aluminum sulfate at $1.09 per gallon. Council also approved a rebid award for City Hall cleaning services to APCS; staff discussed the bid figures presented in the packet.
Landscaping contract: The city’s mowing contractor, Dad’s Landscaping, informed staff it cannot continue because of staffing shortages. Staff proposed rebidding the landscaping/mowing contract and exploring in‑house coverage by the public property foreman, Jared Giss; council authorized reopening the bid.
Grants and capital funding: The city planner asked council to reapply for the Fallon Alley Parklet project. The planner said last-year’s estimate was about $35,000; this year’s budget estimate is $38,500, with the city responsible for a 15% match ($5,775). Council approved reapplication and discussed using capital funds if the grant is not awarded. Separately, council approved a budget revision to move the remaining funds from the 2017 Community Development Block Grant (CDBG) Hammermill rehabilitation project to the East Water Street paving project so funds can be spent before the program’s expenditure deadline.
Debt and financing: Bond counsel Jennifer Karen explained a proposed reimbursement resolution (Resolution 2021-18) that declares the city’s intent under the Internal Revenue Code to reimburse capital expenditures from future tax-exempt financing. Counsel emphasized adoption does not bind the city to borrow or incur debt; council approved the resolution by roll call.
