The Inyo County Board of Supervisors on Feb. 25 approved a resolution authorizing the partial assignment of rights granted to the California Broadband Corporation (CBC) to the California Department of Technology as part of the state's purchase of CBC middle-mile infrastructure.
Scott Armstrong, regional broadband coordinator and CBC board chair, told the board the state's intent is to provide middle-mile services at or below market rates to last-mile providers and that Golden State Net (a subsidiary of the statewide education network Scenic) will operate the network. Armstrong said the sale opens access to a statewide network and could reduce the cost of high-bandwidth connectivity for anchor institutions and service providers.
Officials noted a modest reduction in property-tax revenue to local taxing entities (some taxing jurisdictions will lose small amounts, with schools receiving a portion of the projected reduction). Staff said they had notified affected taxing jurisdictions and that school districts are members of CBC and were included in the approval process. The board moved and approved the resolution by voice vote.
