County outlines PMO dashboard, project portfolio and revamped legislative platform

County Administrative Officer Nate Greenberg and PMO staff presented a midyear update on the Project Management Office, the project portfolio and a revised 2025 legislative platform.

Greenberg said the PMO, established about a year earlier, aims to centralize project intake and governance, align work with the strategic plan and improve the county’s success pursuing grant and loan funding. Rebecca Graves demonstrated a live project dashboard that staff said currently includes about 500 projects in the system: roughly 147 completed, 89 active, 70 approved/funded and more than 200 newly requested projects in a "parking lot" for later evaluation. Examples of recent completions included Whitney Portal Road repairs, Lone Pine sidewalks and courthouse HVAC and jail water intrusion work.

Megan McCammon and Rebecca reviewed a substantial reorganization of the county’s legislative and advocacy platform designed to present top external priorities up front and keep department-level, granular planks in an internally facing section. Jeremiah Van Aken of the Ferguson Group provided a federal update: a prior Lone Pine water appropriations request was unsuccessful, the Water Resources Development Act includes language that could authorize up to $7 million toward Whitney Portal, and the Payment In Lieu of Taxes (PILT) reauthorization is temporarily extended through March 14, 2025, under the continuing resolution.

Supervisors requested redline copies showing what changed, asked staff to preserve previously identified priorities (for example wilderness- and agriculture-related points where requested), and suggested separating emergency-response items in the platform. Staff committed to collating supervisor edits and returning Feb. 25 with a redlined version and a final draft for approval prior to NACo.
