Anna Scott, the county’s Health and Human Services director, summarized three years of transition work to move grant‑administration responsibilities from IMACA to Inyo County and described a grant template that will allow the county to allocate HAP funds to projects meeting program guidelines. Scott said earlier HAP rounds were used to convert Innsbruck Lodge to transitional and low‑income housing; that project experienced construction cost overruns and the COC board approved use of remaining HAP funds to cover some of those overruns.
Scott and board members described the template as a way to expedite grants to Eastern Sierra Community Housing and other providers, with the written budgets showing priority for Innsbruck Lodge and provisions to roll remaining funds to other projects (such as Access Apartments or Silver Peaks) if available. After board discussion the board ratified the grant agreement by motion.
What happens next: County staff will finalize the grant paperwork and proceed with awarding the HAP funds per the template and COC priorities; projects will be monitored for expenditure deadlines and compliance.
